Functional Process Areas for Accounts (A 1) • Enhanced Account Relationships • Enhances account creation and maintenance using SAP Customer Relationship Management (CRM). • Internet Access through the ACE Web Portal • ACE provides portal access for data management and edit checking by the trade. • New Accounts types • A 1 expands on prior ACE releases by adding new account types, for instance, Sureties, Container Freight Stations, Foreign Trade Zone Operators, etc. • ACE becomes the new system of Record • Release A 1 Establishes ACE as the lead system for all specified master data elements required by any CBP system, such as the Harmonized Tariff Schedule, Country Codes, Port Codes, etc. • Improved Account Management • CBP can gain efficiency by managing large importers, brokers and carriers as accounts versus individual entities, i. e. A 1 Status Overview • A 1 issues that caused the highest degree of impact: • User provisioning • ACE to ACS synchronization • Portal performance • All high-impact issues resolved, with ongoing focus on increasing portal performance • NFC is processing more bonds per day than processed per day prior to A 1 • General attitude in the field as reported by CTOD On-Site Support and CBP ACE Ambassadors is good to excellent 9/13/07 Unrestricted 3
Functional Process Areas for Post Release (A 2) • Post Summary Corrections (PSC’s) • An electronic paperless process which allows a filer to make post-entry summary corrections prior to liquidation eliminating the present SIL & SEA process. • Reconciliation procedures and mechanics • Under ACE, the reconcilable issue is flagged at the line item level, rather than the header of the entry summary. Reconciliation will also be expanded to include Anti. Dumping and Countervailing Duty entries. • Document’s Required Processing • This is a new, streamlined CBP process for requesting documentation from the trade community. • Census Warning Processing • This is a new process by which the trade community can electronically correct Census warnings through the submission of an override code for entry summaries prior to or after receiving a Census warning message through ABI. • Technical Opportunities associated with ESAR • Automation of forms, Imaging & the utilization of ABI for the transmission of CF 28’s. • Team Review is a tool to capture what CBP users have done to validate a transaction, multiple transactions or an account. A 2. 2 Operational Impacts • Allowing the trade to send entry type 01 and 11 entries to either ACE or ACS means that CBP and Trade will be operating in 2 systems • Online maintenance will occur in the system of origin (either ACE or ACS); for example: • Maintenance of type 01 and 11 entry summaries for ACE filers will occur in ACE • Maintenance of other entry types for the same filer will occur in ACS • ACE and ACS will not have the same set of edits and validations • Entry summary status, payment, liquidation and other applicable information for type 01 and type 11 entry summaries for ACE filers, will be interfaced between ACS and ACE • Data for reports will be extracted from both ACE and ACS systems 9/13/07 Unrestricted 7
