PURPOSE The Purpose of this plan is to apply policy and procedures to reduce workplace risks for building employees, tenant occupants and other individuals from exposure to COVID-19. We aim to maintain safe common building areas and support property operations while limiting possibilities for the spread of infection. 2

A BUILDING WORKING FROM HOME On March 20 th, Governor Cuomo ordered 100% of non-essential N. Y. workforce to Stay Home. The 420 building occupants began working from home at or before that date. Since that date, the building has remained open with the following essential employees: full Security, staggered Engineering, Concierge and Property Administrator. Day and evening Porter staff were recently reduced, the Ass’t. General Manager works from home, while the General Manager works at the building. We all have continued to clean and disinfect, provide normal and regular maintenance on all mechanical, electrical and plumbing systems, make emergency repairs, accept deliveries, pay bills, monitor the financials, secure the building and provide service to all occupant requests. Based on a questionnaire sent to all Building Facility personnel, many of the occupants will determine their start date based on Governor Cuomo’s recommendation; however, as we gear up for re-entry, we are preparing for a June 1 st re-entry date. 4

Building Entry - • In compliance with the Governor’s executive order, no one is to be allowed in the property without a face mask. • Signage, directional arrows on the floor and stanchions to advise occupants of the 6 Ft. social distancing traffic pattern. The pattern will ensure that occupants will keep distance and to discourage congregating in the lobby and elevator bank(s). • Hand Sanitizing stations are currently positioned in the lobby and will be moved closer to the entrance to the elevator banks. • Security Staff and Concierge Staff will assist at the elevator banks and at 37 th and 38 th street entrances to ensure that the policies are being followed prior to entrance. They will all wear face masks along with face shields. 5

Building Entry Con’t. • Minimize open entrances by the use of one Swing door on the 37 th Street Plaza entrance for high-rise occupants only (floors 18 -28) and both 38 th Street Swing Doors to Low and Mid-Rise occupants (floors 3 – 17). Each swing door will be marked with “Exit” or Entrance” signs to help regulate pass-through foot traffic and the number of people passing other tenant occupants waiting at the different elevator banks. The revolving doors will be used for VISITOR access only. After the morning rush, one of the 38 th Street swing doors will be used as an Exit door for mid and low rise occupants. • Each elevator bank will have its own line beginning at the entrance doors to the elevator bank(s). We have measured the inside of the passenger cars and feel that two (2) persons per elevator will adhere to the 6 ft. social distancing requirement. • We will continue to disinfect elevator buttons and interior cabs, but as all occupants will have to press the elevator call and floor buttons, we recommend that each individual wash their hands upon reaching their floor as recommended by the CDC. (Scrub your hands for at least 20 seconds. The use of gloves does not eliminate the need for hand hygiene). • If a Tenant-Employee does not have their access card, they will have to call their office to be put into the Workspeed Visitor System. As there is no waiting area to safely social distance, they will have to wait outside until they are added to Workspeed. We ask that every person should keep their access cards on them at all times. Note: • 38 th Street hours: 7 am – 7 pm • 37 th Street: 24 hours with access card 6

VISITORS • As of this date, 27% of building occupants stated that they would have some face-to-face meetings. To protect building Security Officers and guests alike, we have changed the policy to the following: 1. The guard desk will have a protective divider. All visitors will have to be added to Workspeed as usual. No individual will be allowed to use the lobby telephone. 2. If the Visitor is not in Workspeed, they will be asked to wait outside until Security has contacted the Tenant and they are input into the Workspeed Visitor System. There is no waiting area in the lobby to safely social distance. 3. There will be no space in the lobby for Tables/Chairs due to social distancing. If there will be a group of five or more visitors at one time, a representative of your office will be provided with pre-printed visitor passes and you will be instructed to meet them at the proper entrance designed for your elevator bank, where they will distribute the passes. The visitors will have to wait on the social distancing line for access into the elevator bank. 7

Individual food deliveries will not be allowed into the building. Delivery should call the tenant employee to meet them outside of the building as there will be no waiting area in the lobby. 3. Mail and Messenger Services: No individual will be allowed in the mailroom except for authorized building personnel. We will set specific hours for pick-up from the Mail Room window. Messengers will enter the building as a Visitor where they will be directed to the mailroom. 4. Freight Operator will limit the number of vendors in the freight elevator to two (2), plus the freight operator, if they can both fit with the delivery. 5. All oversized deliveries must be scheduled on overtime as per the building rules and regulations. 6. Only one (1) trip during the day from sub-cellar storage rooms will be allowed. If more than one trip, it must be scheduled after 6 PM. 8

CONSTRUCTION & CONTRACTORS • In compliance with the Governor’s executive order, no one is to be allowed in the property without a face mask. Contractors cannot enter areas of the building outside the construction site without using masks under any circumstances. • Temperature checks of construction workers by the General Contractor will be required. • We are limiting the number of construction workers into the loading dock at one time for social distancing purposes. • Large deliveries only performed after 6: 00 PM on weekdays and on weekends is recommended as multiple floors will be under construction. • Construction debris dump-outs only performed after 6: 00 PM on weekdays and on weekends. • Construction workers must remain on the construction floor for breaks and lunch and asked to plan accordingly. • Building common areas and elevators should be disinfected daily following use by construction workers under building supervision. • Freight Operator will limit the number of construction workers in the freight elevator to two (2), plus the freight operator. • Regarding deliveries, two men will go up to the construction floor first, the delivery will follow with one (1) worker.
