30 DAY ENTRY PLAN CHIEF ACCOUNTABILITY OFFICER PURPOSE The purpose of this 30 day entry plan is to establish set activities that will guide Genelle Morris’ transition into the role of Chief Accountability Officer and lay the foundation for the development of a Shared Accountability Plan that will ensure that all Buffalo Public School students receive the academic and nonacademic supports needed to graduate from high school prepared for college and/or career success. The activities outlined in this document are designed to enable the new Chief Accountability Officer to explore and evaluate the responsible “high-level program of work”, in order to ensure compliance, repair and upgrade programs, improve processes, and align systems, with an intent to develop quality across student support systems. ENTRY PLAN OBJECTIVE The overall objective of this entry plan is to develop a working knowledge of the systems, structures, resources, policies, and procedures needed to establish a comprehensive Shared Accountability Plan that will ensure that all Buffalo Public School students receive the academic and nonacademic supports needed to graduate from high school prepared for college and/or career success. ENTRY PLAN ACTIVITIES Activities in this entry plan are designed to enable the new Chief Accountability Officer to achieve long-term objectives. This will be accomplished through: Activity #1: Leverage monitoring and evaluation design to support data quality and integrity. Activity #2: Align departmental structures and resources with system priorities. Activity #3: Review current data systems, measures of student and district, and reporting mechanisms and ensure clear alignment to system priorities. 2

Identify and review data systems and reporting mechanisms that provide feedback on data quality, reporting, validation and integrity. Understand alignment of these systems to stated expectations and the degree to which measurement is clear and understandable. Examine the effectiveness of the student data management and learning management systems (especially, for example, Illuminate). Understand the degree to which these support system initiatives, engaged teaching and learning. Meet with OSA Staff to assess understanding of current goals associated with producing these outcomes. From these conversations, identify priority action areas for the department. 30 DAY ENTRY PLAN CHIEF ACCOUNTABILITY OFFICER HIGH-LEVEL PROGRAM OF WORK DESCRIPTIONS Area of Responsibility Brief Description Long-Term Objectives Data Monitoring & Compliance The Office of Shared Accountability oversees federal and state accountability requirements in the District, and local accountability requirements. • Align, enhance, and expand data validation processes throughout the district, ensuring that internal and external resources are leveraged. State Data Reporting The Chief Accountability Officer serves as the Regional Integrity Officer and District Data Coordinator and oversees the administration of the state reporting and assessment program as directed by the NYSED. • Align, enhance, and expand data validation processes throughout the district, ensuring that internal and external resources are leveraged. Teacher and Principal APPR The Office of Shared Accountability coordinates, facilitates and manages administrative activities, programs and personnel to support the teacher and principal APPR process. • Align, enhance, and expand teacher and principal evaluation systems, ensuring that internal and external resources are leveraged. DTSDE School Reviews The Office of Shared Accountability coordinates, facilitates and manages administrative activities, programs and personnel to support the DTSDE school review process. • Analyze the current school review process, ensuring alignment with the DCIP/SCEP process and that internal and external resources are leveraged. Program Evaluation & Testing Coordinates program evaluation services for the school system; provides leadership in planning, developing, administering, interpreting and reporting the district’s evaluation programs and procedures, supports evaluations services between the district and external evaluators. • Create program evaluation arm of the department to focus on providing program evaluation services to the district District Wide Statistical Highlights The Office of Shared Accountability provides data analysis and reporting, designs data-collections strategies; collects and/or assembles data; designs basic information services to facilitate the analysis of data; identifies and applies appropriate statistical analysis; produces graphical, tabular and narrative summaries of data and statistical analysis; writes reports and executive summaries of findings. The OSA conducts statistical analysis of academic initiatives with focus on improving student achievement; analyzes student data, coaches, principals and teachers on the use of data to make informed decisions. • Align, enhance, and expand processes for providing periodic data reports and analyses to district stakeholders, ensuring that internal and external resources are leveraged. 6
