Florida’s Policies and Procedures PG 6 Students to be Tested • All students enrolled in the district (grades K– 12) and classified ELL with a code of “LY” on the first day of the test administration window and any student who enters your schools prior to February 28, 2020, must be administered one of the following English language proficiency assessments: • Kindergarten ACCESS for ELLs • ACCESS for ELLs Paper • Alternate ACCESS for ELLs © 2018 Board of Regents of the University of Wisconsin System
Florida’s Policies and Procedures Florida Virtual School Students - Neyda Francis will provide the list of students who will require testing. • Per Section 1002. 37(9)(c), F. S. , students enrolled full-time in the Florida Virtual School and who meet the requirement for students to be tested for the Spring 2020 ACCESS for ELLs administration require accommodations for testing in the district in which they reside. Students with Disabilities • ELLs with disabilities participate in the statewide assessment program by taking one of the following English language proficiency assessments with or without accommodations: • Kindergarten ACCESS for ELLs • ACCESS for ELLs Paper • Alternate ACCESS for ELLs © 2018 Board of Regents of the University of Wisconsin System
Test Security – PG 6 Florida Statutes and State Board of Education Rule • The Florida State Board of Education Rule 6 A-10. 042, F. A. C. , was developed to meet the requirements of the Test Security Statute, s. 1008. 24, F. S. , and applies to anyone involved in the administration of a statewide assessment. The Rule prohibits activities that may threaten the integrity of the test. See the State-Specific Directions for the full text of the Florida Test Security Statute and the Florida State Board of Education Rule. Examples of prohibited activities are listed below: • copying the passages, test items, or performance tasks • explaining the test items or performance tasks • changing or otherwise interfering with student responses to test items © 2018 Board of Regents of the University of Wisconsin System
Test Security – PG 6 • Allowable accommodations must be provided to students with current IEPs or Section 504 Plans, testing accommodations are described in the 2020 Florida Accessibility and Accommodations Supplement. • The security of all test materials must be maintained before, during, and after the test administration. • Under no circumstances are students permitted to handle secure materials before or after test administration. • The school assessment coordinator must verify that all secure materials listed on the packing list are received and should report any packing errors or any missing secure documents to the district assessment coordinator immediately. The Test Materials Chain of Custody Form must always be maintained. • • Assessment coordinators should also track each secure booklet received or sent from an Additional Materials Order on the ACCESS for ELLs Security Checklist. © 2018 Board of Regents of the University of Wisconsin System
Test Security PG 6 • No more than three persons should have access to the locked storage room. • Test materials should never be left unsecured, remain in the classrooms, or be taken off the school’s campus overnight. • Each school is required to maintain an accurate 2020 ACCESS for ELLs Security Log, • Anyone who enters a testing room to monitor a test is required to sign the log, to include, test administrator, or anyone who relieves a test administrator, even for a short break. • Do NOT destroy, thrown in the trash, or sheered Secure documents. • Test administrators must not administer tests to their family members. • A student’s parent/guardian should not be present in that student’s testing room. © 2018 Board of Regents of the University of Wisconsin System
Proctors School personnel and non-school personnel may be trained as proctors. Before testing, proctors must be informed of their duties and the appropriate test security policies and procedures. • School personnel proctor duties may include preparing and distributing secure test materials. • Non-school personnel may not participate in any of the test administration procedures (e. g. , distributing and collecting secure test materials, providing accommodations). • Volunteers (e. g. , parents, retired teachers) may be trained as proctors and may perform non-school personnel duties. © 2018 Board of Regents of the University of Wisconsin System
Materials PG 7 Hazardous Materials • If a secure document is soiled (e. g. , with blood or vomit), call the Assessment Office for guidance, immediately. DO NOT Destroy. Test Invalidation – Call Neyda Francis PG 15 • • • A student has an electronic device during testing. A student is caught cheating during testing. A student becomes ill and is unable to finish, OR a student is not allowed the correct amount of time. A student is provided accommodations that are not allowed on statewide assessments. A student is provided accommodations not listed on the IEP or Section 504 Plan. A student was not provided an allowable accommodation indicated on the student’s IEP or Section 504 Plan. An error occurs in test administration procedures that compromise the validity of test results. If testing procedures are not followed (e. g. , Tier A and Tier B/C students were tested together in a single test session), the test must be invalidated. A disruption occurs during testing. Pre-ID Labels (White) • In order to use the Pre-ID Label, • the State Student ID (FLEID), • district, • and school codes must be correct. To better assist schools with initially preparing materials, the test assignment (e. g. , Tier A, Tier BC, Alt, or KG) is now listed as the District Student ID. • Please note that booklets with a Pre-ID Label must still have the date testing began bubbled in on the front cover. © 2018 Board of Regents of the University of Wisconsin System
District/School Labels (Yellow) • School Labels contain the school-specific information only. • If a student does not receive a Pre-ID Label, a District/School Label must be affixed, and the demographic pages on the front and back cover of the Student Response Booklet must be completed. © 2018 Board of Regents of the University of Wisconsin System
Do Not Process Labels (White with Orange Stripe) Do Not Process Label contain a barcode that indicates the Student Response Booklet should not be processed. • Do Not Process Labels are supplied for use on Student Response Booklets that are damaged or should not be processed. • Student Response Booklets that have a Do Not Process label will be considered blank even if there are student responses inside. • This label should not be used for invalidation situations. • A Do Not Process label is not the same as Do Not Score © 2018 Board of Regents of the University of Wisconsin System

Completing Demographic Information PG 11 - 14 • Depending on the label affixed, fields on the front and/or back of the Student Response Booklet must be bubbled with a number 2 pencil. • It is critically important that student demographic data fields are entered and reviewed carefully for accuracy. • You may use the Pre-ID Label as long as the State Student ID (FLEID), district number (05), and school number (code) is correct. © 2018 Board of Regents of the University of Wisconsin System
Scheduling: Group Administered Test Session Rosters • WIDA recommends not including more than 22 students. • Schedule only one Tier (A, B/C) in a single test session. • Schedule only one grade-level cluster in a single test session. Do not mix grade-level clusters together. You may split clusters into several test sessions if you choose. • Although it is not required, students with very limited English proficiency may benefit from being tested in smaller groups. • If possible, test the same students together across both test sessions (Session 1: Listening/Reading and Session 2: Writing). © 2018 Board of Regents of the University of Wisconsin System

Preparing the Room PG 21 • The test is to be administered in a room that has comfortable seating, good lighting, and enough workspace. • The room is adequately ventilated and free of distractions. • All visual aids on student desks and in the room, such as posters showing reading or language arts concepts, are removed or covered. • Students may not have access to any unauthorized writing aids, such as word lists, spelling lists, lists of adjectives and adverbs, word definitions, punctuation charts, translation devices, or organizational patterns. © 2018 Board of Regents of the University of Wisconsin System

Materials • The ordering form will be open on Monday. • The materials will be sent directly to the schools via the regular currier. • Use the Read Me, Doc. to pack your materials. Listen and Calculate Rater Reliability • • Log in to the WIDA Secure Portal and listen to sample student responses at https: //portal. wida. us/ACCESSTraining/Paper/speakingpractice. aspx. Indicate the proficiency level task (P 1, P 3, P 5) in the Task column. Write your scores in the Rater 1 scores column. After scoring, write down DRC’s scores in the Rater 2 scores column. Complete Steps 1 and 2 until twelve student responses have been scored. Calculate the difference for each task and add the totals. Write the total in the Sum row. To calculate the Adjacent %, take the sum of the differences and divide it by 0. 12.
