2020 NFHS & NCJLA BOYS LACROSSE RULE CHANGES

• The NFHS Boys Lacrosse Rules Committee SPORTSMANSHIP AND CONDUCT advocates for continued commitment by players and coaches to respect the game and each other, on and off the field. Head coaches are asked to monitor and discuss sportsmanship with their players and assistant coaches to ensure the game is held to the highest standard. The committee expects all participants to continue to work together to exhibit good sportsmanship from pregame through postgame.
Continued emphasis is needed regarding player safety rules, particularly contact to the head/neck as well as contact against defenseless or unsuspecting players. PLAYER SAFTEY • Contact to Head/Neck: Shall result in a two- or three -minute non-releasable penalty. Excessive violence may result in ejection. • Defenseless Player: Player shall not body-check a player in a defenseless position. Hitting a defenseless player will result in a two- to three-minute nonreleasable penalty or ejection. • Targeting: When a player intentionally takes aim at an opponent’s head/neck. Targeting shall result in a three-minute non-releasable penalty or ejection. • Targeting a Defenseless Player: Targeting a defenseless player shall result in a three-minute nonreleasable penalty or ejection.
• A 2019 questionnaire completed by both PACE OF PLAY coaches and officials indicated a concern regarding pace of play. In an effort to address these concerns, the committee took the following steps: • • Officials shall restart play as soon as possible. Restarts: Play may restart with defensive player(s) within 5 yards of a player in possession of the ball. However, the defensive player may not play him until a distance of 5 yards has been established. Play will not resume with an offensive player(s) within 5 yards of the ball.
FUTURE EQUIPMENT CHANGES • Effective January 1, 2021, all goalkeepers shall wear chest protectors designed for lacrosse that meet the NOCSAE ND 200 standard at the time of manufacture. • Effective January 1, 2022, all field players shall wear shoulder pads designed for lacrosse that meet the NOCSAE ND 200 standard at the time of manufacture. • Effective January 1, 2022, The Home team will be required to wear WHITE jerseys, and the away team will be required to wear non-white jerseys.
RULE 1 -9 -1 – EQUIPMENT CHANGES • Field Players must have shoulder pads that meet the NOCSAE N 200 shoulder pads by January 1, 2022 and contain the SEI Certified logo. • A list of certified products can be found at https: //www. seinet. org/search. htm and then type "Commotio Cordis Protectors” • For information on Commotio Cordis Injuries go to www. uslacrosse. org/commotio • Goalies must have chest protection that meet the NOCSAE ND 200 standard by January 1, 2021.
RULE 2 -7 -2 F – CBO DUTIES • • Chief Bench Officer – CBO • The CBO’s duties do not include validating that there are too few players on the field. The CBO, if used, shall supervise the timekeeper, penalty timekeepers, scorers, coaches, substitutes and any other persons within the bench areas, the substitution area, and the penalty box.
• Restart – Whenever a player has been awarded RULE 4 -5 (Play of the Ball Definitions) the ball for any reason. Under such conditions, no player may take a position closer to him than five yards. • Possession – When a player can perform any of the normal functions of control, such as carrying, cradling, passing or shooting, the player and team have possession. • Team possession – Combined into above definition “Possession”.
• ART. 6. . . Any player who exhibits signs, RULE 4 -24 -6 symptoms or behaviors consistent with a concussion (such as loss of consciousness, headache, dizziness, confusion or balance problems) shall be immediately removed from the game and shall not return to play until cleared by an appropriate health-care professional. This time-out is an official’s timeout. (NFHS Suggested Guidelines for Management of Concussion)
RULE 5 -5 – ILLEGAL CROSSE • ALL Illegal Crosse Penalties are twominute non-releasable personal fouls • The crosse can be corrected for use later in the game • It is the responsibility of the player/coach to ensure that a stick is legal before it returns to play
RULE 5 -10 & 6 -5 -2 – THROWING A CROSSE UNSPORTSMANLIKE • Throwing a crosse at the ball, at a player, or other game personnel. • PENALTY: Personal Foul 1, 2, or 3 Minutes, Non- Releasable. TECHNICAL FOUL • Throw the crosse other than at a ball, other player, or game personnel • PENALTY: Technical Foul
NCJLA 2020 Boys Rules All NCJLA modifications to the NFHS rules for HS, 14 U and 12 U are listed below. All NCJLA modifications to either the NFHS or USL rules for each level of play are listed below. Have this card available for every game
Coaches’ Conduct Head coaches must meet with officials and sideline managers during the required pre-game certification to discuss division rules, player numbers, and show all NCJLA certified coaches’ cards for each participating coach. Up to four coaches are permitted on the player sideline per team. Coaches who do not have an NCJLA certified coach’s card shall not stand on the team’s side of the field or “coach” from the spectator’s side of the field. Coaches’ conduct rules pertain to their actions not only on the field during the game but before, after and in the surrounding facilities. Sideline managers from both teams must be identified and meet with referees pre-game in order for a game to proceed. They are responsible for encouraging and maintaining an atmosphere of positive sportsmanship for the duration of the game(s).
Participant Ejection An official shall eject from the game any player, non-playing member of the team, coach, assistant coach or anyone officially connected with a competing team or fan using a racial slur or derogatory term related to race, religion, gender, sexual orientation, or ethnicity. Age
NCJLA Points of Emphasis • 1 Cross-Check Holding: Holding is permitted if a player uses the portion of the handle that is between his hands, which are no more than shoulder-width apart, to hold an opponent on the torso with no m. ore than equal pressure and no thrusting motion. • 2. At all youth levels, all stick checks, body checks (except 8 U and 10 U - no body checks), legal holds, and legal pushes must be on a player in possession of the ball or within 3 yards of a loose ball or ball in flight. • 3. Targeting: A player shall not intentionally take aim at an opponent’s head for the purpose of making violent contact to a player in a defenseless position. The penalty for targeting at 12 U and 14 U shall be an ejection. However, a player’s check that starts legally and slides into a player’s head or neck, shall not be considered Targeting • 4. One Handed Checks: Considered a slashing penalty at all youth levels; permitted at HS level
Points of Emphasis • 5. Goalie Time Serving Penalties: Except at the HS level, each coach is required to name a starting defender at the beginning of the game who will serve penalties for teams that dress one goalie, in addition to designating an In-Home. If the other team has two goalkeepers, both teams shall have the option of using the nominated defender rule. • 6. Restarting Play: Officials will no longer wait for defensive players to position themselves more than 5 yards from the player in possession of the ball when restarting play. Both offensive and defensive players are still required to move more than 5 yards away • 7. Fouling out: 4 personal fouls or 5 minutes of foul time. Technical fouls do not count toward total. Multiple technical fouls can lead to an unsportsmanlike conduct personal foul. • 8. For Specific rules regarding play for 8 U and 10 U see modifications section. The NCJLA modifies rules from the US Lacrosse Boys Rule Book for 8 U & 10 U teams
