2020 Annual Assessment and Accountability Meeting September 8, 2020 Susie Lee www. FLDOE. org 1
Spring 2020 Graduation Requirements • Grade 10 ELA options • ELA Retakes (okay if “first-time” tester from spring 2020) • SAT/ACT concordant score • Algebra 1 EOC options • • Algebra 1 EOC (including Retake) Geometry EOC ACT/SAT/PSAT comparative score PERT comparative score (if eligible) • Scholar Designation – must pass all associated EOCs • Graduation Requirements for Florida’s Statewide Assessments www. FLDOE. org 2
Revised Test Administration Policies • While you may prepare students for testing using strategies, such as underlining (PBT) or highlighting (CBT) key words in passages or items, you may not actively monitor them to ensure they are using certain strategies. You may not offer incentives or rewards for using strategies during testing. Once testing begins, students must work on their own with the understanding that they are being monitored for independent work only (page 38 in the Fall manual). • TAs may reread or post portions of the scripts as reminders • Published guidance must be used in establishing local policies and training. www. FLDOE. org 3
Read Aloud Accommodations for ELA Writing and Reading Passages • The student has a documented deficit in decoding, and • is receiving evidence-based intervention in addition to core instruction, and • is receiving accommodations in Tier 1 and Tier 2 daily instruction to access printed text in classroom assignments and tests, and • has data to support the student’s effective use of a reader, audio recordings, or text-to-speech, through a reading accommodation assessment such as, but not limited to, Protocol for Accommodations in Reading (u. PAR), and • shows proficient scores in daily instruction, to include formative and summative assessments, when the accommodation is used. www. FLDOE. org 4
Read Aloud Accommodations for ELA Writing and Reading Passages • Request forms and documentation sent to the department for approval • TTS will be available for CBT tests • Human reader required for PBT tests • Requests approved for the school year www. FLDOE. org 5
Spring 2021 Considerations • Calibration – we will use a calibration sample for postequating, but calibration schools will not need to meet any special requirements this year. • For paper-based tests, calibration schools will receive striped labels for materials return. www. FLDOE. org 6
Spring 2021 Considerations • April 5– 16, 2021 • Grades 4– 10 ELA Writing • Grade 3 ELA Reading • May 3– 14, 2021 • Grades 4– 6 ELA Reading • Grades 3– 6 Mathematics • May 3– 28, 2021 • Grades 7– 10 ELA Reading • Grades 7 & 8 Mathematics • EOCs • May 10– 21, 2021 • Grades 5 & 8 Science www. FLDOE. org 7
Spring 2021 Considerations • Unknowns that will impact scheduling needs • Number of students learning remotely • Continued distancing requirements • Technology/device availability for CBT • Safety concerns for handling physical test materials www. FLDOE. org 8
Spring 2021 Considerations Possibilities: • Develop an A/B schedule and allow districts to choose • Grade 3 ELA/Writing A: April 5 -16 • Grade 3 ELA/Writing B: April 19 -30 • In this model, districts could choose “A” for writing and “B” for grade 3 • Extend all windows and allow districts to pick 2/4 weeks per window • FDOE will likely survey districts to gauge spring scheduling needs Two Sessions in One Day • While allowed this fall, it is our strong recommendation to NOT allow for spring (except possibly retakes) • The more stable the conditions for test administration, the more valid and useful the results will be www. FLDOE. org 9
Adaptive Progress Monitoring • Cambium’s Adaptive Progress Monitoring tool will be available to all Florida public schools, on a voluntary basis • Grades 3– 10 English Language Arts (ELA) Reading and grades 3– 8 Mathematics • Available October 1, 2020, through February 19, 2021 • The tool will be available for multiple administrations, per student, throughout the school year, such as early and midway through the school year www. FLDOE. org 10
Adaptive Progress Monitoring • Cambium’s progress monitoring tool is computer-adaptive with about 24– 34 items per administration • Because the tool is computer-adaptive, students must answer each item to proceed • Students may access any grade-level content • Though developed by Cambium, this tool is not the FSA • This tool is 100% optional for districts, and results will not be used in any accountability calculations www. FLDOE. org 11
Adaptive Progress Monitoring • Tests are managed and administered through TIDE and TDS • The tool can be administered using the standard secure browser currently used by districts, or most publicly-available browsers • Tests may be administered remotely through Cambium’s remote proctoring software • Third-party monitoring tools (e. g. , Zoom) are under discussion • Test Administrators must complete a Remote Proctoring Certification Course (separate from TA Certification Course) • Cambium will provide user guides and other resources www. FLDOE. org 12
Score Reporting of Cambium's Progress Monitoring Tool • The tool provides immediate scoring, with scores reported on the FSA scale score range • Scores generated from this tool will be directly reported to the department, thereby eliminating the need for districts to report these data • Score information will be provided in a separate system called APM Reporting, accessed through currently-used systems www. FLDOE. org 13
Progress Monitoring Next Steps • Cambium will host a webinar in the coming weeks • Resources and support, such as user guides, a help desk line, and additional detailed information on the remote proctoring option for the tool, will be provided by Cambium • Procedures for the statewide collection of other progress monitoring data remain under development • More information will be forthcoming www.
