Working Paper Introducing Draft Resolution Voting Adopted/ Failed Resolution
Introducing a Draft Resolution • At least 4 signatory states (+ sponsors) • pass it to the Chairs for checking • only the template gets accepted If approved the working paper becomes a draft resolution will be given to the Council in digital form
Preambulatory Clauses • State the purpose of the resolution • State the situation from the view of the Council (or sponsors) • Reasons why the committee is taking action • Previous international actions • • • Previous Resolutions References to the Charter, conventions or treaties etc. Important facts
Operative Clauses • State the proposed solutions • Should address the issues mentioned in the preambulatory clauses above • Use more operative clauses than preambulatory clauses • Details (who, what, when, where, why, and how) can be broken up into sub-clauses
Friendly Amendments What for? To change certain sections Why "friendly"? Result : All sponsors agree No vote upon The Amendment is automatically incorporated (if Chairs approve)
Unfriendly Amendments What for? to change certain sections Why "unfriendly"? not all of the sponsors support the amendment 2 speakers in favour; 2 speakers against the author of the unfriendly amendment must have support from additional 4 countries Chairs have to approve the unfriendly Amendment. Result: Unfriendly Amendments will be voted upon.
Voting on a Draft Resolution The easiest way is a motion to Close Debate. • No one may leave or enter the room. 3 voting options: In Favour / Against/ Abstain (+ with rights) (+ pass)
Adopting a Resolution • Veto of P 5 member • Abstention of P 5 is a friendly “no”. Resolution automatically fails. Resolution does not fail. • • 9 of 15 members to to vote in favour. Guest states* are notneed allowed vote. * Colombia, Mexico, Panama, Peru
