2014 NFHS Rule Changes Rule 7, Section 2 f (NEW) Penalty Time (“Stacking Penalties”): This revised rule specifies that no more than three players on a team can be in the penalty area at any time. If more than three players on a team are assessed penalty time to be served concurrently, the additional penalized team member(s) must wait in the bench area until the penalty time of one of the three players in the penalty area expires.
