www. salga. org. za Outline of Presentation v Progress with respect to implementation of municipal energy efficiency programmes v Types of interventions at municipal level v Support to municipalities with respect to implementation of energy efficiency interventions v Challenges experienced v Recommendations 2
www. salga. org. za Progress with respect to implementation of municipal energy efficiency programmes v Climate Change and Energy Efficiency activities in municipalities catalyzed by work of Sustainable Energy Africa v City Energy Support Unit v Funding through Danida UEMP, BHC v Most Metros have initiated Climate Change and Energy Efficiency Programmes since around 2003/2004 v Successful programmes underpinned by Energy Baseline (State of Energy Report) and Strategy v Incorporation into Integrated Development Plan (IDP) with staff and budget 3
www. salga. org. za Progress with respect to implementation of municipal energy efficiency programmes v Types of interventions • Urban planning and building control – e. g. COJ Ø Promotion of energy efficiency in new developments Ø Criteria for assessing energy efficiency in applications Ø Conditions for development to take place Ø Densification Ø Building design Ø SANS 204 Ø SWH 4
www. salga. org. za Progress with respect to implementation of municipal energy efficiency programmes cont. v Types of interventions • Street lighting • EE in municipal buildings – lighting, HVAC, energy management • Water services Ø Improvements in EE in water reticulation Ø Renewable energy/EE in waste water treatment facilities – e. g. COJ electricity from sewage sludge 5
www. salga. org. za Progress with respect to implementation of municipal energy efficiency programmes cont. v. Type of interventions • Transportation Ø Improved public transport Ø EE in municipal fleet Ø High occupancy vehicle lanes Ø Non-motorized transport Ø Park and ride v. Communication and behavior change campaigns 6
www. salga. org. za Progress with respect to implementation of municipal energy efficiency programmes cont. v Municipalities which have made good progress regarding establishing institutional arrangements to implement EE programmes – Sol Plaatje – Ethekwini – Ekhuruleni – City of Cape Town v In many municipalities, staff conduct EE activities in addition to their usual day-to-day activities 7
www. salga. org. za SALGA / SDC Energy Efficiency Monitoring and Implementation Programme • Agreement between SALGA and Swiss Agency for Development and Cooperation (SDC): 2011 - 2014 • Other implementation partner: Department of Energy • SALGA: Facilitate implementation of the local government part of the programme • Sol Plaatje, Mbombela, King Sabatha Dalindyebo, Rustenburg, Polokwane 8
www. salga. org. za SALGA / SDC Energy Efficiency Monitoring and Implementation Programme cont. • Activities of Programme – Developing energy efficiency strategies and implementation plans for five pilot municipalities – Institutional capacity assessments, planning and development at SALGA and the five pilot municipalities in relation to their role and mandate with respect to energy efficiency – Knowledge sharing related to implementation of energy efficiency initiatives in SALGA member municipalities – Development of communication structures related to energy efficiency between the national and local level 9
www. salga. org. za Support to municipalities with respect to energy efficiency v Municipal funds v Conditional grant from National Treasury (DORA EEDSM grant) v ESKOM IDM v Loans – DBSA, etc v Donor funds v PPP 10
www. salga. org. za Support to municipalities with respect to energy efficiency cont. v Donor funds • DANIDA (funding came to an end in 2010) • British High Commission Pretoria – support to Sustainable Energy Africa • REEP – support to Sustainable Energy Africa • SDC – through SALGA • GIZ v ICLEI Urban-Low Emission Development Strategies 11
www. salga. org. za Challenges v Sustainable funding − EE not seen as core service delivery v DORA EEDSM grant – Lack of clarity regarding allocation of grants v Impact on municipal revenue – Short to medium term: little impact – Long term: significant impact – Municipalities must factor this in budgetary processes Ø Some municipalities already feeling impact of reduced consumption – NT funding framework to cater for this, e. g. incentives for energy efficient municipalities 12
www. salga. org. za Recommendations v Long term programme to support municipalities with respect to implementing EE interventions v Clarity from National Government − DORA EEDSM grant – SWH Programme v Benchmarking programme regarding energy efficiency in municipalities 13
