4 PURPOSE OF TRAINING • To train and prepare the National Training Team (NTT) as lead provincial facilitators on the Quality Management System (QMS) for School Based Educators as per ELRC Collective Agreement Number 2 of 2014. • To prepare the NTT to monitor training on the QMS in Provincial Education Departments. • To develop a management plan for training of the Provincial Training Team.

5 It should be noted that: • The QMS is a new collective agreement (2 of 2014) • The QMS repeals IQMS –Collective Agreement 8 of 2003 • This training is not to re-negotiate the CA 2 of 2014 • Quality Management System (QMS) is a performance management system for schoolbased educators, designed to evaluate the performance levels of individuals in order to achieve high levels of school performance.
