Why GCC : • Rules of The Contract – Before the game start • Written Procedures for Uniform Implementation • To avoid mistakes • Each Para is numbered for easy reference • Both for Railways and Contractors • If any of the GCC Clause is to be varied , the same shall be done with concurrence of Finance (PFA) and approval of GM, before calling tender; unless some other variation is allowed by Railway Board. 47
GCC • GCC : It is a simplified, outcome focussed GCC catering specifically to services to improve contract management, delivery of services and to reduce government litigation. • Objective : To define the terms and condition for contractors engaged in service contracts for non-operational area such as House keeping, facilities management, consultancy etc as distinct from Works. 48
GCC • Main Features: The concept of Digital labour management system, stepped performance Guarantee in place of security Deposit, access to liquidity as a qualifying criteria and specific violations of which will lead to disqualification of bidders. • The digital management labour system mandates contractor to maintain a data base of all workers including their attendance data and salary details. 49
GCC • It also states that a contractor bidding for a service will be disqualified if penalty has been levied three times in last two years for violation of labour laws • Service contracts are characterized by regular requirement of funds; therefore access to liquidity has been included as a qualifying criterion. • Apart from labour laws, non performance in previous contracts will also lead to bidders being disqualified in future. This is expected to put a premium on good performance. 50
GCC • • • Advantages : The new contract system will. . Ease the registration process for bidders. Promote competitiveness, Help Railways to save more on cost. Will bring transparency and accountability in the system to make it more efficient and beneficial for the people. 51

(ii) The rates reflected in ‘IRUSSOR-2019. xlsx’ are representative rates of different components to confirm consistency in ‘Analysis of Rates (AOR)’.
Operating Procedure of Preparation Of ‘SOR’ – (i) The ‘Schedule of Rates’ (SOR) and ‘Analysis of Rates’ (AOR) are given in one excel file named ‘IRUSSOR-2019. xlsx’. This file contains 43 Sheets; containing 1 Sheet for Basic Rate (Basic Rates), 21 Sheets of AOR (A-1, A-2, …. , A 21) and 21 Sheets of SOR(S-1, S-2, …. , S 21). (iii) Both the passwords shall be changed by the competent authority before commencing any work for development of SOR to ensure authorized changes and correctness of such changes. (iv) As soon as change in rate of any item in ‘Basic Rates’ Sheet is made, the rates of items of SOR stands updated automatically. Changes in SOR will be effective only when ‘IRUSSOR-2019. xlsx’ file is saved & closed properly. (v) AOR sheets are editable. However, normally AOR sheets shall not require any change.
Analysis Of Rates (AOR) • AOR for each item in IRUSSOR-2019 is given in the book of AOR (21 Chapters). • Each Chapter of USSOR is covered in Sheets Named A 1, A 2, …. . A 21 (for 21 Chapters) • AOR is prepared in format given below
